BUYER uses e-auctions as a purchasing tool to select suppliers and award business.
Should any emergency arise in the last minutes of the auction (technical or connection problems with a supplier) AUTOGARMENT reserves the right to prolong manually the auction so that the nominated supplier can reconnect and keep on participating in the auction...

Supplier Selection

Hanging garments must be loaded on the trailer/container from right to left on the bars – to ensure label accessibility during unloading. During the auction only the time clock and time recorder of the AUTOGARMENT plateform will serve as time reference. Only the quotes entered and validated by the AUTOGARMENT plateform within the auction timetable will be taken into account by BUYER. The responsibility of awarding the contract following the auction is the sole responsibility of BUYER. Following the on-line auction, suppliers must confirm their best offer in writing. They are requested to send this confirmation by fax to BUYER within 24 hours of the end of the auction :

  • All garments should be secured to the hanging rail e.g. bar-locked. Only the last and best quote validated on the platform must be confirmed.
  • Should the written confirmation of the quote be different from the last and best quote validated on the platform, the Supplier Selection Process will be discarded.
  • In case of such non-conformity of the best overall quote (winner), the other competitor’s quotes will be sorted out, and the contract will go to the next best quoter who’s written confirmation conforms to his last and best quote validated on the platform.
  • Loading should be such that the sequence of garments (TPNs), at unloading, corresponds to the sequence of information on the Delivery Note. No technical modification of the specifications will be allowed during or after the auction.

All the garments of a TPN must be together and in sequence in the trailer/container.. In order to garanty a fair and transparent process, BUYER, the suppliers and AUTOGARMENT accept and conform to the following :


 Buyer Comments:

  • Size dividers must be placed on the bar between each TPN. BUYER undertakes to put up for e-auction only on a real offer. 
  • BUYER undertakes to only agree the suppliers for auction who could be in accordance with BUYER requirements such as quality, delivery, development ability, working conditions...
  • BUYER undertakes to provide to participants the same information level at the same stage during the purchasing process.
  • BUYER undertakes to balance the suppliers bid for selecting the “best bid” instead of the “cheapest bid”.
  • BUYER undertakes to deal with the suppliers participating to the bidding, nevertheless it reserves the right to cancel the bidding if the bids will be not in accordance with its requirements or in case of suspicion of supplier collusion.
  • The principles of the above requirements should be applied to both trailer and container hanging loads. BUYER undertakes not to raise itself the bidding during e-auction.


Supplier Comments:

  • The supplier undertakes to participate actively at e-auction in accordance with BUYER requirement and to provide at least one valid commercial offer.
  • The Supplier Selection Process  undertakes on the terms of its bid placed during the e-auction and shall be bound by the terms of its last bid (price, quality and delivery) during all the validated period of its bid. It will not be able to return to a bid he has already made.
  • The Supplier Selection Process acknowledges it shall participate at the auction sincerely and honestly. 


Platform Provider Comments:

  • Autogarment will remain at the suppliers disposal for any technical problem. In case of any connection problems during the eAuction, the bids should be sent by fax to the platform provider (See Annex 3), by the designated person. The platform provider will then enter the bid in place of the supplier.
  • Autogarment will operate a hotline during the eAuction. In order to ensure the level of service, all telephone conversations during the eAuction can be recorded.
  • Autogarment cannot be held responsible in case of the non validation of a bid placed outside the timeframe of the eAuction (Bids entered in the last minutes of the eAuction are strongly not mmended).

Confidentiality Principle :

Autogarment guaranties the confidentiality of each Supplier’s participation, strategies and offers content before, during and after the eRFQ/eAuction. No information regarding the bidders will be provided to any Supplier.

Impartiality Principle :

Autogarment guaranties the respect and application of the impartiality principle : all suppliers will receive equal treatment by all Autogarment participants.

Transparency Principle :

Autogarment guaranties the respect and application of the transparency principle: the project definition, it’s principles and operating procedures are clearly transmitted to all suppliers. A training session to the Autogarment platform and bidding tools will be held for all participants that will require training.If the CEDC cannot accommodate an earlier delivery, the driver can either report early, or wait en-route and aim for the original booking time. Please ALWAYS advise the Tesco Clothing DC if you anticipate a late delivery.

Glossary 

e-purchasing , e-sourcing : If your delivery vehicle is not running to the scheduled arrival time, contact the Goods In department at CEDC to enquire if they can accept an amended delivery time.. way of sourcing qualified suppliers, bid & negociate on line, and procure goods through Internet tools & technics

e-RFQ : Request For Quote through Internet. Allows many suppliers worldwide to bid on a given tender simultaneously & in a very short amount of time.

e-(reverse) auction : dynamic on line quote, on Internet platform. Transparent process which allows suppliers to view in real time the current best offer and compare their own possibilities to challenge. Duration is approx. 1 hour with possible polongations. If they can accept the vehicle, Goods-in will amend the booking time – you will need to follow up this telephone request by either fax or e-mail.

Internet Platform : internet software - hosted on the platform provider servers - that allows a Client and many suppliers to communicate & exchanges requirements & offers in confidentiality through highly securized connections.

Platform provider : The platform provider is the company that supply the internet platform
